UK, Netherlands, Finland and Poland Start Treaty Talks on Joint Defence Buying Mechanism
The four governments say the Multilateral Defence Mechanism will pool demand and cut costs for NATO allies, with the aim of having it running in 2027.
What happened
The United Kingdom, the Netherlands, Finland and Poland announced on 28 October 2026 that partners in the Multilateral Defence Mechanism (MDM) will start treaty negotiations [1]. The joint statement, published by HM Treasury, says the talks will respect each member's national processes while keeping the goal of having the MDM "up and running in 2027" [1]. The four countries have been building the mechanism with partners to pool demand and allow joint purchasing of military equipment [1].
How it affects Americans
The statements frame the MDM as a NATO project: the four say it will improve "our joint NATO capabilities" and will be aligned with efforts by other NATO allies [1][2]. None of the cited statements names the United States or says whether U.S. defence firms or the U.S. government would take part [1][2][3]. Separately, the UK and Canada said on 25 October that the MDM and the Defence, Security and Resilience Bank should be two distinct but complementary institutions designed to work in close partnership [3].
The Veil Press view
The four governments make a cost case. They say the MDM will reduce costs, give industry more certainty and deliver better value for money [1]. In July, Chancellor of the Exchequer Rachel Reeves said "Defence procurement in Europe is too fragmented, expensive and slow" [2]. The July statement described the MDM as a new financing model meant to speed up defence investment and aggregate demand in critical capabilities [2]. In its Budget 2026, the UK government says it will begin treaty negotiations on the mechanism to speed joint procurement across NATO allies [4]. How much each member will put in, and what the mechanism will buy first, has not been published [1][2].
