Russian Veto Blocks U.S. Plan for Western Sahara Mission as Security Council Deadlocks
The UN Security Council rejected both a U.S. draft and a Russian counter-draft on MINURSO, leaving the mission's future in limbo with its mandate due to expire on 31 October 2026.
What happened
The UN Security Council failed on Oct. 30 to approve either of two rival texts on its long-running Western Sahara mission, known as MINURSO, the UN says [1]. A draft tabled by the United States (S/2026/868) won 11 votes in favour but fell to a veto by the Russian Federation, with 3 abstentions [1]. The Russian alternative (S/2026/870), which would have rolled the mandate over until 31 October 2027, drew only 3 votes in favour, from China, Somalia and the Russian Federation, against a negative vote by the United States and 11 abstentions [1].
With the current mandate due to lapse on 31 October 2026, the UN describes the mission's future as in limbo [1].
How it affects Americans
This was a U.S. proposal, blocked by Moscow, on a peacekeeping force the Council has run since resolution 690 (1991) [1]. The American delegate said the plan "would have moved the 50-year conflict forward" and called the status quo unacceptable, adding that any drawdown should be orderly and stable [1]. He said renewing mandates "year after year for decade after decade" was not something Washington can support [1].
The Veil Press view
The mission was created to prepare a referendum letting Western Sahara choose independence or integration with Morocco, and that vote never happened [1]. The U.S. delegate noted the mission's own website says referendum preparations ended more than 20 years ago [1]. Russia's delegate countered that the U.S. text "could have reversed the entire resolution process," calling his vote "a life-saving veto, so to speak" [1]. Keeping a mission alive mainly for its name is hard to justify, but so is an abrupt exit that France's delegate warned would be "exceedingly alarming" [1].
